GMCB limits health insurance rate hikes to 13.3% for Blue Cross, 11.5% for MVP

  The Green Mountain Care Board (GMCB) issued decisions requiring Blue Cross Blue Shield of Vermont (BCBSVT) and MVP Health Plan, Inc.
