Proctor pushes ahead with town office relocation

The former OMYA Lab Building to be shared space

PROCTOR—The Proctor Select Board will hold a second open house on Saturday, Nov. 14, 2015, from 10 a.m. until 3 p.m. at the town office to provide residents an opportunity to tour the current town office and the proposed space in the former OMYA Lab Building and learn more about the proposal to move the town office across the parking lot to the Lab Building. Information will be available which will outline deficiencies in the present town office, describe proposed renovations and discuss cost estimates.

A formal informational meeting is scheduled for Monday, Nov. 16, 2015, at 7 p.m. at the Proctor Junior-Senior High School. This meeting will again provide an opportunity for residents to learn and ask questions regarding the proposed improvements and financing details.

After applying grant funds the town received from the Mortimer Proctor Fund, the estimated amount needed to finance the town space renovations and the town’s share of the common space construction is $800,000.

A special meeting is warned for the next day, Nov. 17, 2015, at the Junior-Senior High School to vote on a general obligation bond in an amount not to exceed $800,000, subject to reductions from the receipt of available state and federal grants-in-aid and other financial assistance to be issued for the purpose of financing the acquisition of an interest in the Lab Building and converting a portion thereof, including common areas, for use as a municipal office.

Proposed renovations and new construction will provide ADA compliant building access and restrooms; a new vault for storage of vital records; office space for employees and committees; and facilities for people accessing public records and visitors. The town office will occupy three floors of the front portion of the building and the college will occupy the rear portion of the building. A common-use area separating the town and college spaces will house the elevator, new fire-rated stairwell and new handicapped-accessible restrooms. Drawings, renderings, cost estimates and funding options will be available to study.
