Sewer rates
Town Manager Seth Webb reviewed the financial standing of the Alpine Drive and Route 4 sewers as well as proposed rates for 2015. He also reviewed an updated capital plan for each system which estimates the overall costs of the systems, their expected lifetimes, and the major repairs anticipated over the next decade.
The Board approved no change in the Alpine Sewer rates and a 4 percent increase in Route 4 rates to keep track with the increased bond payment. As background on the Route 4 sewer, the system was subsidized by additional proceeds from the bond issuance for the first decade of operation. As those subsidies were expended and the annual bond payment increased, the Town was forced to raise the rates. The bond is scheduled to be paid off in 2019.
GMN Golf Course improvements
There are several small projects happening at the Green Mountain National Golf Course to improve the clubhouse. Projects include contracting with Green Mountain Power to provide more efficient heat in the winter and air condition in the summer; renovation of the restrooms; painting and adding wainscoating in the main room; bar improvements; a new TV; and installing a scoreboard for tournaments.
Selectboard concerns
The Board followed up on a request by Vito Rasenas to check into state laws regarding littering. Rasenas noted how he believed there was an increase in littering on main roads in town, and was wondering if the Town could enforce a littering ordinance similar to the State of Vermont’s. Selectman Chris Bianchi reviewed the fines put in place by state statues and discussed possible enforcement / signage strategies. To follow up, Webb will work up an implementation plan with the Police Department.

The Town was fortunate this year to have many more volunteers than spots to fill. After much deliberation, the Selectboard made the following appointments.

Miscellaneous
The Manager reviewed the expense and budget reports for the Town and Golf Course, noting how the highway department was slightly higher due to an increase in salt and stone costs and use. The Selectboard approved a new contract with an Electronic Waste provider to comply with state rules and the Board approved the use of East Mountain Road and River Road for the Killington Stage Race in May and Downhill Throwdown in June.
