CLARENDON—On July 2, the Vermont State Police were notified by the Vermont Department of Children and Family Services (DCF) of their concern regarding a possible sexual relationship occurring between Tiffany Pagan, 25, of Clarendon, and a 15-year-old student. Pagan is a former peer educator for Rutland City Public Schools. Through the investigation it was learned that Pagan mentored the student at Success School, communicated sexually through Facebook and allowed him to sleep at her residence.
Pagan was taken into custody and issued a citation to appear in Rutland Superior Court on Oct. 20, 2014, for child luring.
The investigation was conducted by the Rutland Unit for Special Investigations (RUSI), a multi-disciplinary team that investigates and prosecutes sex crimes and serves victims of sex crimes and child victims of severe physical abuse throughout Rutland County.
