Man cited in deadly roll-over crash

On Jan. 13, Gage Capen, 21, of Pownal was issued a criminal citation to appear in Rutland County Criminal Court to answer to three counts of  Grossly Negligent Operation following a crash on July 9, 2020.

Vermont State Police-Rutland Barracks investigated the single vehicle crash with entrapment and ejection on West Street, in the town of Proctor. Through that investigation it was determined Capen was operating a 2000 Saab 93, traveling south on West Street when he swerved and lost control of the vehicle. The vehicle’s left side struck an embankment on the east side of the road and flipped on its roof.

Capen sustained life-threatening injuries and was transported to Rutland Regional Medical Center (RRMC). Passenger Kianna Peters, 18, of Pownal, was pronounced dead on scene. Other passengers Tatiana Goulette, 23, and Kassandra Boardman, 18, both of Rutland,  were ejected from the vehicle and transported to RRMC for non-life-threatening injuries including head trauma and road rash.

Only Capen was wearing a seatbelt.

The VSP were assisted on scene by Rutland Town Police, Regional Ambulance Service, Proctor Fire Dept., Rutland Town Fire Dept, and Rutland City Fire Dept.
