Governor Phil Scott will be the featured speaker at the Rutland Region Chamber of Commerce and Rutland Economic Development Corporation Legislative Luncheon on Monday, Feb. 1 at 12-noon at Southside Steakhouse, 170 South Main St., Rutland.
