BETHEL—Vermont State Police troopers responded to a report of a flagger struck by a vehicle in a construction zone on Route 12 in the town of Bethel. The flagger was identified as Justin Morse, age 35 of Bethel, and an employee of ADA Traffic Control. Morse was at the north end of the construction zone. The northbound lane had been closed for culvert repairs in the construction zone. Northbound traffic was moved into the southbound lane by a flagger at the south end of the construction zone. A 2003 Buick operated by Fred Chatfield, age 63 of Bethel, drove through the construction zone and Morse directed him back into the northbound lane at the end of the construction zone. Chatfield, however, continued north without changing lanes and struck Morse as he tried to jump out of the way. Morse was taken to Gifford Medical Center for treatment of a leg injury.
