Accident proved fatal when passenger was thrown from UTV

On Sunday, May 22, at approximately 8:12 p.m., the Vermont State Police investigated a single motor vehicle collision on Milkway Road, in the Town of Westminster, in Windham County, Vt.

At the time of the collision, the roadway, which was gravel was clear of any debris or hazards and the weather was clear and warm. The investigation revealed that Andrew Ielpi, age 24 from Westminster, was operating a John Deere 825i Utility Terrain Vehicle (UTV) north on Milkway Road. The UTV was traveling at a high rate of speed over a large mound that covered a culvert in the road which caused Ielpi to lose control of the UTV and travel off the road. As the UTV traveled off the road, his sole passenger, later identified as Angelique “Angel” Frost, age 23 from Putney, Vt., was ejected and struck a tree which caused the passenger to lose consciousness.  Frost was transported to the Bellows Fall Police Department where she was pronounced dead.  Iepli sustained minor injuries and was processed for DUI.

No charges have been filed at this point and the case remains under investigation, which is active and ongoing.

Once the investigation is completed the case will be forwarded to Windham County States Attorney’s Office for review.
